When I want to Start a new Public chat and can choose between Join public chat and Start new chat I expect to be able to start a new public chat under Start new chat and I expect to not be able to start a new chat under Join public chat.

The feature to start a public chat is actually located under Join public chat

Long-term: Follow-up benchmarking or cardsorting to understand where to best position and group features.
Short-term: Adjust copy to more accurately and fully describe function, i.e. Start new 1:1 chat and Join or Start Public chat.
