Add steps commented in Mint owner token test because of lack of funds on test account #667

I added test_mint_owner_token but after I ran it many times I wasted all ETH. Unfortunately I was not able to add more, checked many sources but some of them don't work in Russia, some of them don't allow get test ETH without real ETH on account. We need to find a way how to resolve this and bring these steps back to test
