Blocked user - resolution #52

Would be good to have precisely defined requests what does "block user" option mean.

  1. Am I able to block a user who is not my accepted contact? (discord has this option)
  2. May blocked user send me a contact request?
  3. May blocked user send me a message?
  4. Am I able to see messages of a blocked user in group chat/public chat/community channel?
  5. Once I block a user am I able to see messages sent from him before I block him (how this affects private chat/group chat/public chat/community channel)?
  6. Once I unblock a blocked user, will messages sent by him while he was blocked by my side appear regularly on my side (how this affects private chat/group chat/public chat/community channel)?

@michaelsbradleyjr we discussed this at the meeting today, add people you think should be involved. Adding @iurimatias @anastasiyaig
