WIP: Configure peers discovery settings for waku #27

This change will allow the existing peer discovery mechanism to discover Whisper and Waku nodes independently.

We haven't decided yet whether we will have nodes running Whisper and Waku or all nodes will run both but this change will make both approaches possible.

I am closing this because we have 1-1 correspondence between Waku and Whisper nodes, i.e. each node supporting Whisper does support and has Waku enabled.

Also, we have plans to change how we discover peers in the app.

My recommendation is to keep duality Waku/Whisper nodes, change the peers discovery mechanism and get back to this problem of discovery Waku nodes.
