Create fleets dashboard for Nimbus fleets #174

This has been requested by Jacek frequently, and now we have a framework for how to do it based off of:

The main issues are:

How to monitor systemd service changes? Best bet might be ExecStartPost.
Should fleets-dashboard be generalized or should it be copied and adjusted?
How to get version? From API? Binary? Metrics?
