Disable autovacuum by default The bigger table, messages, is partitioned in which we only perform INSERTS. Furthermore, there are no dead tuples there because we directly drop old partitions. However, we might need to perform vacuum to other tables but we will to that from nwaku.
Update db settings to new hardware 16GB RAM and 8 CPUs

Also we should monitor the DB hosts. Disabling vacuuming might have bad long term effects.
