Infrastructure for

computing withdrawals ahead of time without full epoch transition for first slot in epoch, which enables lookahead for fcU payload attributes and also therefore the event stream
simplify the logic and avoid requiring the fallback for the heuristic in https://github.com/status-im/nimbus-eth2/blob/0b276315d27c63a10c1fe4bd9723d1b19a3d508b/beacon_chain/nimbus_beacon_node.nim#L1265-L1324
