Reopened PR is not displayed as open claim on SOB

Type: Bug Summary: if PR(which already is a claim on bounty x) is closed, and then reopened - it is not displayed as an open claim on bounty x

Expected behavior

1 open claim

Actual behavior

no open claim

Reproduction

Requirements: GH account is whitelisted, signed app, test application is added to repo;

• create an issue with bounty in https://openbounty.status.im:444/app#/
• create PR to fix it (i.e. (fixes #issue)
• close PR
• open PR
• go to Open bounties, pay attention to open claims amount

Additional Information

• PR (example): https://github.com/NewOrGanizationSOB/RepoSOB1/pull/140
• Workaround: rename PR - and it will appear as claim
• Browser: Chrome
• Operating System: Mac OS High Sierra
