Description

Type: Bug Summary: when PR to fix the issue was created before bounty label was set to issue; it is not recognizable by SOB

Expected behavior

1 open claim

Actual behavior

0 open claims

Reproduction

Requirements: GH account is whitelisted, signed app, test application is added to repo;

create an issue
create PR to fix it (i.e. (fixes #issue)
put bounty label
go to Open bounties on https://openbounty.status.im:444/app#/, pay attention to open claims amount

Browser: Chrome
Operating System: Mac OS High Sierra
