Updates spec to protobuf.

Also, @cammellos protobuf version should be specified somewhere.

@oskarth addressed feedback and left a few questions, I have specified version of protobuf in status-payload-specs.md (saying that is proto3 unless specified otherwise), as we use protobuf throughout the whole stack
