Cleaner RFC "SIPs" site #95

Something similar to https://rfc.zeromq.org/spec/7/

  1. Clear organization per lifecycle stage (doesn't mix raw with stable)
  2. Unambiguous numbers and nice permalinks
  3. Generally better overview with ToC
  4. Editors
  5. More extensible
