Chat: Fetching profile names and avatars and fetching fails states #8565

Description

Here are fetching states for names and avatars. The fetching state shows as a skeleton with a loading animation.

If fetching fails, we show a user the public key instead of the name and the fishbone illustration instead of the avatar.
