People and idea index not accurately reflecting current commtiments #305

Solution is to introduce teams here as well. A team and a swarm are both groups of people working on something. The main practical difference seems to be that (a) teams don't have a specific project but are ongoing (product teams etc) and (b) they are more persistent and you belong to one for longer (social cohesion).

Above PR is a start. To be minimally successful we should have:

  1. All core contributors listed in people index
  2. At least 80% of CCs have one idea attached to them

Additionally it'd be useful to capture work done outside of this (initiatives/channels etc), as well as making it easier for non technical people to contribute. Can also keep up to date with Town Halls by mining presentation after the fact with bounties. But this is outside scope of this issue.

Not relevant right now. Also change in metadata requiring further changes.
