workflow and dist edits #152

Edit various packaging things:

version is now in version.py
renamed test/dev requirements as dev/docs
add gpl3 short notice to cli
edit publish workflow to resolve #104 (untested) 🤞
review+edit the packaging files (manifest.in, pyproject.toml, setup.py)
