Clicking outside the sunburst (instead of just the center) should exit popup and/or move diagram up a level #35

I feel like we've been glossing over this because we're so used to our current UI for navigation. What do we think we should support for the average (new) user?

click outside the sunburst now exit the popup (but not move the diagram up a level)
