Add prefilling from Rates table to jobs with that asset category allocated (requirs discount to be completed) #105

Automatic Pre-filling Rates Jobs will begin automatically pre-selecting the most appropriate rate, based on the category and position's duration of hire. In the pictured example, an ongoing long term hire will default to the Yearly Rate unless a user opts to change the rate to a different selection.
