Use Riivolution #8

Since Dolphin is adding support for Riivolution-style mods, we could use it as a way to support both platforms.

Advantages:

No need to implement SD or USB file loading ourselves.
More convenient "My Stuff" folder on Dolphin instead of sd.raw.
Will be the standard for modding on Dolphin.

Drawbacks:

Currently no support for updates on Dolphin (unsure about the limitations of riifs on console).
One more step when launching on console.
No USB 2.0 (IOS58) on console.

Riifs isn't suitable for updates, but they can instead be implemented via savegame redirect and in-game downloading code.
