Add clamp() using collocated dataset #260

This is needed for certain comparisons. This would be a clamp(dimension, axis-variable [unit], collocation-result-file, a|b, dataset-dir) operation similar to the regrid() variant. Note that this should be able to use either _bounds {[time,]dimension,2} as well as _bounds{[time,]2}.
