Created new container_interface.tex with text from containers.
Make Container Interface and Container Implementation chapters.
Consolidate text in Tier 1 and Tier 2 Algorithms chapter to be in a table to reduce the footprint. Also renamed the chapter to "Other Algorithms" since it also includes Tier X. Column names in the table are Tier 1, Tier 2, and Tier X to match previous text used.
