This RFC proposes adding the Rademacher distribution. Similar to other distribution namespaces, adding support for the Rademacher distribution would entail a family of packages for evaluating the PMF, CDF, mean, median, etc.

@justin1dennison A good reference distribution namespace is the Bernoulli distribution namespace. You can start by contributing the @stdlib/stats/base/dists/rademacher/pmf package. That sound okay?
