[RFC]: Add `@stdlib/random/array/laplace`

Description

This RFC proposes adding support for creating an array containing pseudorandom numbers drawn from a Laplace distribution. This is the array creation analog of @stdlib/random/base/laplace.

Package: @stdlib/random/array/laplace Alias: laplace
