Bump version from 0.1.0 to 3.0.0 #20

After the API refactor in #19, the version was 0.1.0, but the old Net::FreeAPI::API.pm had the FreeIPA API version (2.156). Uploading to CPAN failed because the new 0.1.0 version of the new API.pm was lower than the older one. (The FreeIPA API is now versioned in API::Data.pm).

Fixed in https://github.com/stdweird/p5-net-freeipa/commit/65749d5bd83c2412b178428f11c2327227247a66, which was mistakenly pushed from master to master, so no PR
