404 If use other charset #6

Browser will not able to visit path with 'foreign' charset but it'll get 404 if we add it into public-table correctly.

Already solved a little by redirection.

However, it even can't redirect if the path have both space (' ') and special charset.

It just because problem in redirection file

I think I'm going to add a branch to do that
