Deploy to Heroku button #29

At the moment of writing the SteamCMD API is hosted on Heroku (on a free plan). To be able to more easily host it self a direct Deploy To Heroku button could be added to make it really easy for everybody to deploy it their own Heroku account. More info: https://devcenter.heroku.com/articles/heroku-button
