Fix silkscreen for Rotary Encoder #5

Feedback from Seeed fusion is the silkscreen has rotary encoder footprints printed on both sides so it held up production while they clarified which side (it should be on the side opposite the Kailh sockets

Again, clean this up in KiCAD it looks like.
