When we use notification the banner hide the sidebar of the notification, so we can't close it.

This PR would break other use cases where the impersonation banner needs a higher z-index.

Perhaps the answer is instead to push the notification z-index higher?

I tried using values ​​higher than 45 but it doesn't work.
