JS-T: META: Clean up tutorial numbers and update README #118

As a Steem dev I want to be able to see and reference the tutorials in this repo by number so that I can have an easy, unique shorthand for thinking and communicating about the tutorials.

[x] tutorial directories are re-numbered so that the number at the beginning of each is unique.
[x] tutorials are all listed in the main README.md file.
