Make a new release of reicast #110

https://github.com/reicast/reicast-emulator/pull/1098 was merged a few days ago. Without this pull request, I cannot load ROM file paths that contain spaces.

I tested the latest commit, but I can't make it play roms.

Does it work now? I have also tried loading roms with this but it tries to create some dc/data folder in the rom dir and outputs DEBUGBREAK.
