It's probably the git: protocol of the URI, it uses a non standard port and the one used looks to be blocked on your network. I will change it to https.
This should do it, if not then please reopen this one. Thanks for the report.
That did it. I'm on hotel wifi right now somewhere in the French alps, so I guess they blocked it. Thanks!

Seems like git-r3 uses git:// internally for submodules. I wouldn't normally use git for normal tagged releases but retroarch was filled with submodules and it was necessary to use git-r3.
You are in luck since 15 days ago retroarch replaced the submodules with already imported ones
so you can just unmask =games-emulation/retroarch-9999-r3 **
and
=games-emulation/retroarch-assets-9999-r2 **
for now.
This will change with upcoming releases.
