[ doc ] Update Apple Silicon note for Chez 10.0.0 #279

As of Chez 10.0.0, Apple Silicon support is built-in to the official release. This has been confirmed to work ootb by dunham on the Idris2 Discord (thank you!), and so this PR updates the relevant parts of INSTALL.md.
