Update to Sylius 1.9 from Sylius plugin skeleton

I don't see a change in the .github folder, with the workflow setup as in PluginSkeleton. Can you also have a look at that one @vicla31? Probably good to align the setup there also, to make sure we install dependencies etc. the same way.
