Preprocessor for palm_csd #70

palm_csd is being further developed and in the medium term will have additional functions for preparing input data in PALM. Because palm_csd only accepts netCDF files in a certain format, it would be useful if palmpy could also output the individual netCDFs instead of the finished static driver as described at https://palm.muk.uni-hannover.de/trac/wiki/doc/app/iofiles/pids/palm_csd
