In the original game, they were very powerful at their full range distance so I think the inaccuracy was added as a counter to it. I used to move my units right next to them because at close range they were useless and couldn't hit anything, as they were supposed to always have escorts for that.
Afaik the behaviour in d2tm should be as you describe. You encounter 100 precise launchers all the time regarding distance?
Have to double-check. I felt like not a single rocket launched I saw missed its target, which is not the D2 behavior.

so this basically means, when the unit is at exact range, the accuracy is 100%. But the closer, the more it 'deviates' from target. Also, the rockets should have a 'minimum flying time' as mentioned in Discord. So this can be improved further. Rocket Launcher accuracy should be evaluated. It is 100% accurate with the correct distance. Perhaps it should always have a certain kind of uncertainty?
