Ornithopter appear to have high value targets, or none. #556

If I zerg-rush with ornithopters (say, 50-70), they don't destroy the base. they'll destroy most of it, but tend to leave some buildings, eg radar. at that point, it appears try find anything else to attack. an "occasional" thopter might attack, but overwhelmingly, they just fly in circles.

The air units need to be revisited. Especially their 'attacking behavior'.
