Screen shakes in non-combat state(s) #570

If you manage to open a menu during a screen shake sequence (building explosion), and then return to the main menu... you get the shake effect there too. It's cool, but somewhat distracting.

hmm, the screen should not shake in menu state(s). Thx for reporting!
