Scanner runs even though clamav service isn't started

This is an updated panel and not a new installation, correct?

This was added in 0.3.3 so new installs should be fine, If enabled, it adds and auto-starts clamav whenever user panel starta.

But for existing installs, it Is not added.

clamav needs at least 1gb of ram and recommends 3, so i dont know anyone using it before 0.3.3, to Make it worth adding in the update
