[Proposal] Open the Discussion feature #287

Given how CUE is new to the community, I foresee a lot of issue being more about understanding the paradigms change it introduces. This could lead to a lot of issues raised not being actual timoni issues but more either CUE patterns or timoni patterns questions.

I think the Discussion feature of GitHub is better suited than the issue one to address those questions. It could also be used to gather proposals and iterate on them.
