MySQL 8.0 is utf8mb4 #3

MySQL 8.0 is utf8mb4 by default (https://dev.mysql.com/doc/refman/8.0/en/charset.html)

This dataset specifies the <8.0 charset of latin1. Consider moving to utf8mb4.
