[Request] Adjusting Window Transparency

I'm not sure if this is possible for any kind of Window.
It would be great to be able to adjust the transparency of a window with help 
of the mouse wheel.

This can be very usefull for the cmd-shell or a video window.
One could watch a video in fullscreen and work at the pc at the same time, 
either by making the video transparent or the editor, browser or whatever. :-)
