[Bug] beeping on fast scrolling. #139

What steps will reproduce the problem?
1.Start Altdrag
2.Open a explorer window with a lot of directories in it (150+)
3.Use mouse to scroll through them really fast

What is the expected output? What do you see instead?
When Altdrag isn't running I see smooth scrolling and no beeps. When Altdrag is 
running scrolling skips and speakers emit a beeping noise.

What version of AltDrag are you using? On what operating system?
Version 1.0 on windows 8.1 64bit

You must scroll with the scroll wheel on the mouse. I have a g700 logitech 
mouse I don't know if other mice are affected.

This also happens in websites and programs that have lots of things to scroll 
through. Especially large mailboxes in Thunderbird.
