Add toggleable option for Alt + Shift window snapping #159

I like to use Fancy Zones that is found within Windows Power toys, and the default key binding to snap a window to a custom frame is Shift. So it would be nice if we could have the ability to turn off the Alt + Shift window snapping.

If you use the AltSnap fork that I am maintaining (not an official fork), you can use the ShiftSnaps=0 option in the [Advanced] section of the ini file. I added this option for this very specific reason.
