The reasoning is the Roaming folder is used to have configs travel around from computer to computer when they are part of the same computer network, the local folder doesnt travel around to different computers on a computer network.
SuperF4.ini is correctly placed but SuperF4.exe and Uninstall.exe are incorrectly placed.
As a rule of thumb, install user applications to Local and global applications to programfiles
