Version 3.2.1 appeared in the official tree, it would be nice to bump it here with support for PHP 7.4 and 8.0.

xdebug 3.2.0 removed support for PHP 7.4: https://github.com/xdebug/xdebug/commit/45f2a13011e4fffc3512f545a47864c4b3a5462b

Best I could do was a bump to 3.1.6.
