DVB-T is no longer in use in DE and AT, so avoid the unnecessary scan loop. I don't know if this is correct for the other countries in the DVBT_DE list.

Italy still uses DVB-T for most of its transponders and there are other countries where this is true:

So you need to split DVBT_DE in order to not break the scanning there.

Ok, I guessed this. I will change it to a per country basis and not based on a list.
