Write the Terms page #7

We need to decide what kind of licence to give people to use the site, how we handle user submissions, accuracy, disputes and so on. This page will tell people about that in a readable and legal way.

this is getting sorted - I was getting this from the DLP lawyers - I need to chase them on Monday.
