Update records that are deleted #10

When using OAI-PMH information on deletyed records are sometimes suoported. Add support to set datasets inactive when deleted. This won't work on all harvests and a couple of times yearly a full harvest is done.

First test code pushed, need further testing.

Code rewritten and made more flexible, full testing will probably occur next time NILU changes their records.
