Inclusion of license on header and source files #12

@nestorjhernandezm The copyright years are definitely not good like this. The inception year of the project is 2013, so we cannot write 2011. I believe that we should adopt a general guideline for our copyright comments. I think we only need the inception year in every file (the year when the file was created), and we don't have to update this year range. This seems very tedious to me, because the copyright is good for 90+ years anyway ;) My suggestion for the copyright comments in all cpuid files:

// All Rights Reserved
//
// Distributed under the "BSD License". See accompanying file LICENSE.rst

I will write on the mailing list about this, because we should also make this uniform in sak and gauge!
