Tests shared between asan/tsan/msan/lsan #378

We need a common directory with tests that are executed under all tools 
(asan/tsan/msan/lsan). This will be useful for tests that test that our tools 
do not crash on particular constructs in user code. Currently the only way to 
achieve this is to copy-paste the test for all tests.
The immediate thing is stoptheworld tests.

Evgeniy said that that test/sanitizer_common is run under all tools. I thought 
that it is run under no tool.
