Generate StellarBase.Keypair from publicKey #1195

Generate StellarBase.Keypair from public key. We can't use secret seed anymore because the format has changed in https://github.com/stellar/js-stellar-base/pull/15.

@nullstyle any thoughts on getting this merged? Would be nice to start updating the database info since it takes awhile. I could also run it from this branch if you're hesitant.
