Is there any case in which the lumens will not arrive in most people's understanding of "soon"?
Yes, when there is a severe error that requires some time to fix or hot wallet balance goes low. The important thing is that claimed lumens will arrive eventually, users don't need to come back to claim again.

After successful upgrade lumens are not sent right away. Instead, the payment is queued so in case of any errors or delays (ex. hot wallet balance too low) in the upgrade process users don't need to come back to the app - their lumens will arrive eventually.
